Council houses should no longer be granted “for life”, David Cameron suggested today in a bid to make sure those in most need can access accommodation.

The Prime Minister said it makes sense for tenants to be given fixed-term deals in future – so they can be moved on if their circumstances change.

He spoke out after being questioned by a mother of two teenagers who said she had slept on a blow-up bed for two years because her local council could not find her a bigger house.

Any move to reform the system would cause “a big argument”, he conceded – but said he believes it is right to look at a more flexible system.

The Government is investing more money in social housing, he told the voter who raised her case during a public question and answer session in Birmingham.

“But there is a bigger question here, which is: how do we make sure that people are able to move through the housing chain?”, he went on.

“At the moment we have a system very much where, if you get a council house or an affordable house, it is yours forever and in some cases people actually hand them down to their children.



“And actually it ought to be about need. Your need has got greater … and yet there isn’t really the opportunity to move.”

Many councils operate successful “swap” schemes to match tenants, he said.

“But there is a question mark about whether, in future, should we be asking, actually, when you are given a council home, is it for fixed period, because maybe in five or 10 years you will be doing a different job and be better paid and you won’t need that home, you will be able to go into the private sector.


“Do we want to reform tenure to actually enable people to move through housing rather than seeing it as something that you either get – ‘great, I’ve got my council house’ – or you don’t get – ‘bad, I’m sleeping on a blow-up mattress’.

“So I think a more flexible system – that not everyone will support and will lead to a quite a big argument … looking at a more flexible system I think makes sense.


“Not talking about existing tenants but, for future tenants, asking: can we relate more the need you have to the housing that you get, making sure we have more social mobility and people can move through social housing, rather than actually see it as something they get for life?”

John Ward claimed parents on benefits should be sterilised after having one child

A Tory councillor has claimed that there should be compulsory sterilisation for parents on benefits.

John Ward prompted comparisons with Adolf Hitler and calls for his resignation after attacking “professional spongers” who he claims “breed for greed”.

He has removed the original comments from his website blog and said he was sorry if he caused any problems.

But Mr Ward, a 58-year- old bachelor, has since published a defiant claim that he was “exposing easily demonstrable truths”.

He added that “a pushy cold caller at the door got me so irate and upset that I didn’t finish what I was doing correctly”.

The row erupted with an entry on his Internet blog after Shannon Matthews was recently found alive in a relative’s home after being missing for 24 days.

Mr Ward, who has sat on Medway Council in Kent for eight years, focused on how the nine-year-old’s mother Karen has seven children by five fathers.

He wrote: “This is yet another example of ‘Breakdown Britain’, much of which stems from the Government-encouraged change away from the hard-working and decent family structure to an increasingly self-indulgent immoral and state-funded lazy lifestyle.


“Children become just a means toward that end, and are of themselves of little if any further significance in this new society.

“I think there is an increasingly strong case for compulsory sterilisation of all those who have had a second (or third, or whatever) child while living off state handouts.




“It would clearly take a lot of social pressures off all concerned, thus protecting the youngsters themselves to some degree, and remove the incentive to ‘breed for greed’ – i.e. for more public subsidy of their lifestyle (a well-known dodge, worth ever greater amounts to countless thousands of professional spongers).

“With over-population being the root cause of so much that negatively impacts Planet Earth, the very last thing the world needs is to encourage excessive breeding.”

At the weekend, Mr Ward, a retired supermarket worker, had at first tried to play down the row.

He said: “The whole idea was to get people to think about issues.


“Also, I’m half-blind and missed out a word, I should have written ‘consideration’. I’m sorry if it has caused any problems.”


Then his defiant new entry followed in which he said he will “weather the storm ahead” and continue “exposing easily-demonstrable truths”.


But Medway Labour deputy leader Glyn Griffiths said: “If the Conservatives care about their image they should expel him immediately. There is no place for this in mainstream politics.”


Labour councillor Bill Esterson added: “It’s the sort of thing Nazis did in Germany.”


Medway Liberal Democrat leader Geoff Juby said: “He is on a different planet. He should move to China where they have a one-child policy.”


Local trade union leader Brian Kelly added: “He makes a strong case for someone to politically sterilise him.”


A spokesman for Medway Conservatives said Mr Ward was simply voicing his own opinions.


Last night, a spokesman for Conservative Central Office said: “These remarks are abhorrent and the Conservative Party disassociates itself from them.”

£50,000 FOR SALFORD QUAYS SWIMMING WHILE CHARGES IMPOSED AT LOCAL POOLS

As Salford Council re-imposes charges for old and young people at the city’s swimming pools blaming government spending cuts, it’s sponsoring the British Gas Great Salford Swim to the tune of £50,000 – the equivalent of 33,333 free swims for local kids.

Meanwhile, at Salford Quays where the Great Swim is to take place, local youngsters are subject to annual dispersal orders…

To be honest i would have loved to see the Labour group sponsor our kids and over 60s to have free swimming and put two fingers up to the coalition.

Sad day today

Just come back from John pooleys Funeral. Mag and i went down to pay our respects the place was heaving, At about 10–45 the cars rolled up lead by a band which  looked and sounding like something you would find in the centre of new Orleans what a guy.I will miss you mate you made your mark in life and the amount of people there today was a testament to your work.

Zero carbon homes by 2016

Councils and developers could be given much more flexibility to meet ambitious eco standards to ensure all new homes are zero carbon from 2016.

Worries me the would could perhaps we should change the wording to will?
