1. Introduction

Following the election of the City Mayor, Ian Stewart on 3rd May 2012, the following appointments have been made by the City Mayor to his Cabinet and wider Mayoral team. A broad overview of the functional responsibilities of the City Mayor and Deputy City Mayor, Cabinet Members and wider Mayoral team is shown at Section 3

2. Cabinet Membership

2.1 The City Mayor has primary legal and strategic responsibility for the operational management of the Council and the development of its policies and priorities. In his absence his Deputy Mayor, named as Councillor David Lancaster, assumes those responsibilities. They will be supported by two Strategic Assistant Mayors, Councillor Paula Boshell and Councillor Paul Dennett.

A further six Assistant Mayors make up a total cabinet of ten. Each member of the cabinet takes an individual portfolio of responsibilities. The cabinet makeup is as follows:

3. Scheme of Delegation

3.1 The following represents immediate constitutional changes which need to take place to reflect the fact that the newly elected City Mayor does now statutorily posses a significant number of decision making powers in respect of the Executive functions of the Council. These changes to the current scheme of delegation are transitional arrangements whilst a more comprehensive review of the Council’s current constitution to reflect the governance arrangements takes place.

3.2 This section details the powers delegated by the City Mayor to the Deputy City Mayor, Strategic Assistant Mayors or to Assistant Mayors who are Members of Cabinet, the Chief Executive, the Strategic Directors or their authorised officers. A Member or Officer shall when exercising a delegation, do so subject to compliance at all times with all relevant legislative requirements and guidance. Reference in these delegations to any Statute, Statutory Instrument or Regulation shall be deemed to include any statutory re enactment or modification

3.3 Together with the City Mayor and Deputy City Mayor there are 2 Strategic Assistant Mayors and 6 Assistant Mayors who comprise the Cabinet. Each Assistant Mayor is responsible for areas of Council activity and each have responsibility for issues which involve, or affect a number or all of the Council’s activities.
