A councillor who continued to claim allowances of around £15,000 after emigrating nearly 4,000 miles to the United States and failed to attend any council meetings in six months has quit.

Former banker Brian Riley sparked outrage in March 2015 when he moved to Raleigh, in North Carolina.

The 72-year-old continued sitting on Conservative-led Suffolk County Council after insisting that he could keep in touch with issues by using Skype calls and email to communicate with local people

Mr Riley was legally allowed to keep his seat for Hadleigh, Suffolk, and claim his annual allowance of £10,273 as long as he returned to the UK to attend at least one meeting every six months.
